The Time Lords of Gallifrey are a race of mythical people who protect and guard time. The Doctor has many foes, but one group, in particular are the Daleks of Skaro, led by Darvos who want to invade earth.

The Time Lords and Time Ladies, were sometimes referred to as the Lords of Time. the Time Lords watched the workings of time and using the Web of Time would fix paradoxes. The Time Lords could travel between dimensions. The Inner Council, the most powerful of the Time Lords, would link to the Matrix (sound familiar), a vast computer network containing all the previous knowledge and experiences of the Time Lords.
Despite being the most powerful species in the universe, the Time Lords had precious little in the way of defenses, which ultimately caused their destruction.
Obviously, Dr. Who laid the foundations for Star Trek, Star Wars, The Matrix and other popular Sci Fi shows...
In this age of budget deficits, protests, tea parties, and businesses making record profits, it is nice to reflect upon a simpler time and imagine life like that again.
